Quality of Cable TV - Black Picture, No sound, Tiling

Several neighbors here in the Phoenix area are having trouble with the
quality of Cox Cable TV. The problems include black picture and no
sound lasting from a second to a minute or tiling (discolored squares
popping up on the screen). This happens once or twice a week on
different channels. Cox has been called numerous times for repair and
all trouble reports have been closed, but the problem persists.

Is this just a normal downside of the digital technology that we have to
live with to get a better picture most of the time? Is there anybody
out there measuring vendor quality based upon these short outages?

Hard to say with so little to go on. Does this occur with signal coming
from cable box, cable line hooked directly into TV, or both? Is this a
retransmitted OTA signal, or a "cable channel" ?? Someone's going to have
to keep an accurate and detailed log of this to get an answer.

    No. There's something wrong somewhere.

When I see some of the ways Cox has installed cable runs here at a patio
home complex in central Phoenix, I sometimes wonder that we get any signal
at all. That said, there was enough complaining within our complex which has
an Assoc. contract with Cox that they did some significant rewiring and the
situation has improved considerably. There should not be the kind of poor
reception you describe however if the neighborhood has older houses and the
cable was installed decades ago, therein may lie the problem. Talk to
neighbors who have good reception and see if that helps identify the
    possible source of the problem.

I would say that the city that gives them the franchise to operate. The city
usually monitors and receives reports of cable outages and customer
complaints and when a franchise renewal comes up, the city can decide if
they want to keep that cable company or cancel their franchise or have
    another cable company come in.

I had a problem (with Cox) a year or so ago and went through several
tech guys before I got the guy who wouldn't give up. Turned out my
problem was the second transformer down the line. He checked with the
office and sure enough several people between me and that transformer
    also had problems.

As someone else suggested, keep a log of the problems and ask your
neighbors to do the same. Keep after Cox. There is enough
competition for them now and in this economy they want you as a
customer. When you call them, to cancel service, they'll give you
    someone to resolve your issues.
